With the impact of globalization, merciless competition and continuous improvement existed, newly formed balance, candidate membership explained to EU nowadays, it became an obligatory situation not only for Turkey but also EU states to have a powerful and modern police power.

In order to create a powerful and modern police power, specialized human resources should be maintained and it should be expanded continuously. No matter how modern it is designed, the success of gendarme forces will not be any more than the performance of its personnel. In this case main aim is to carry the individual performance up to the highest level.

Increasing the performance of personnel is only possible with evaluating this case in an active, reliable and objective manner. Structuring a performance evaluating system, which aims continuous development, gives certain feedback and directs to career targets, will be basis for an active, highly performanced Gendarme Forces.

Gendarme who performed the public security function up to this time successfully, the file system should be looked over with direction of EU rights, should rescue secrecy and put into practice an open system. Evaluations that are done more openly is likely to give more objective, reliable and truly results. True and reliable results will enhance both the performance of the institution and confidence felt to gendarme will continue infinitely.
